A military veteran of the United States Air Force, Hugo served in a variety of roles in Security Forces, Combat Communications, and in the Air Force Office of Special Investigations (AFOSI). Hugo deployed several times and served in multiple combat operations including Operations DESERT STRIKE, ENDURING FREEDOM, and IRAQI FREEDOM. As a Special Agent and Supervisory Special Agent in the Air Force Office of Special Investigations, Hugo protected some of the nation’s highest-ranking officials including the U.S. Secretary of Defense and the First Lady and led teams that conducted criminal and counterintelligence investigations into matters of critical national security.

In 2005 and as a civilian employee in the Air Force, Hugo served as the Chief of the Personnel Service Delivery Transformation Team and was the lead IT architect and solution provider behind the virtual Personnel Center for the Air Force Reserves and National Guard(vPC-GR). The vPC-GR resulted in millions of transactions provided to Airmen at their fingertips 24\7 via a secure self-service portal.

In the Department of Veterans Affairs (VA), Hugo led a healthcare eligibility and medical claims team as Chief Operations Officer, overseeing more than 160 personnel, a $1 billion budget and processing millions of claims for medical reimbursement. Most recently, he served as an IT project and product manager, spearheading AI and IT healthcare initiatives that directly improve Veteran access to care. His work has reduced Veteran wait times for healthcare, increased access to 24\7 healthcare, enhanced VA provider efficiency, and introduced innovative SaaS platforms like VA Health Chat to modernize service delivery.

His firsthand experience navigating federal complexity, outdated regulations that lag behind technological innovation, and suboptimal technical approaches in challenging operational environments ignited a deep desire to continue serving, this time through transformative IT solutions and mission-driven leadership.
